"uptempo" has always been in the scene, fast hardcore ruled from 93-97ish then the 92 more slower hard house style started to make waves particularly due to PCP's stuff, and guys like Attic & Stylzz etc. who started pushing this slower revamped oldschool style, also, this style was popular with Belgians and Latino Americans who were making their own versions of Hard House music.So, with that being said "Uptempo" has always been here the music will keep reinventing itself I personally feel more flavors is a good thing if you have a style that sounds the same forever it gets boring and only so much you can do before there is no creativity anymore as it's already been done by multiple others... You might not dig various styles and tempos, but if everything was the same and everyone had the same style it would be pretty boring music that will get people leaving in droves hence the late 90's to mid 2000's. I think Hardcore is seeing a bit of a resurrection the past couple years and this year has been an interesting one... but hey different strokes for different folks. I think mindless banging and screeching is not talent, how it's structured and the build of the track, the effects etc. is what makes a nice track imo... but again everyone is different.

Sorry, I had misinterpreted your "Hardcore didn't go anywhere".
This because nowadays, the favourite sport seems to discredit Hardcore, favouring other geners like Uptempo/Raw or Hardstyle...that, to me, are all born from Hardcore.
