NOTES:
The latest official MP3 rules. 

main changes:
- all releases from physical media need proof (scan/photo) now
- only lame 3.98.4 with V0 allowed
- rule for prooffixes added
- rule for HD DVD/BLU-RAY ripping added

2011-04-15 Changes in 3.0

Rule 2:
- reworded to include JPG files

Rule 11.2:
- lame 3.97 and V2 is not allowed anymore. Only Lame 3.98.4 and V0 is allowed from now on
- reworded to make it more clear that all sources which need encoding must be handled the same way

Rule 15:
- FREE MP3s rule removed because it was obsolete + renumbered the following rules

Rule 15:
- bitrate of HD DVD/BLU-RAY sources must be included in NFO now

Rule 16.3:
- Prooffix
  if you fail to add scans/photos you have 24 hours AFTER PRE to release a Prooffix. During and 
  after this 24 hours grace period, any other group is allowed to release a PROPER with scans/photos 
  even if the release is 100% identical.

Rule 19:
Scans/Photos rule completely redone
- from now on all releases made from physical media need a proof
- proof means scan or photo of the medium and the front cover

Rule 21:
New rule for source HD DVD/BLU-RAY
- release must contain complete music track from concert
- video clip releases should be ripped as multi track release keeping original tracklist
- if tracks are available in several audio formats then you must use the highest bitrate lossless source track
- CUE file made from source chapters should always be include with final release package

Gotta say, never thought I'd see the day when the scene chucked out that dumb V2 standard. Kudos.
